Florida's Property Insurance Market Continues Its Shift Away From Citizens

The number of individual appointed agents has similarly dropped 3%, from a peak of more than 13,800 in late 2025 to 13,403 this July.

Much of that decline is attributable to "depopulation" or takeout programs, in which private insurers assume blocks of Citizens policies, often with the policyholder's consent required under Florida law. As more private carriers gain market share and offer more competitive commissions than Citizens typically pays, agents have had less financial incentive to maintain Citizens appointments for anything beyond a small book of business.

In October 2023, less than half of Citizens-appointed agencies wrote fewer than 50 Citizens policies each, with hundreds of agencies handling 500 or more policies, some as many as 2,000. By July 2026, 79% of Citizens agencies had fewer than 50 policies, and only 11 agencies statewide handled more than 2,000 policyholders. This suggests that Citizens is increasingly becoming a true market of last resort — used sparingly by agents primarily for high-risk properties that private carriers won't touch — rather than a default option for standard risks.

- Newer carriers may have less claims-paying history. Many of the private insurers absorbing Citizens policies are relatively new entrants to the Florida market. Their financial strength, reinsurance backing, and claims-handling track record are still developing, which can affect how aggressively they dispute or delay claims.
- Fewer large-volume Citizens agencies means less institutional Citizens expertise. As the pool of high-volume Citizens agents shrinks, policyholders who remain with Citizens — often because they cannot obtain private coverage — may find fewer agents with deep, current experience navigating Citizens-specific claims and underwriting quirks.

The data also show that agent performance violations have dropped significantly, from 613,559 in 2022 to roughly half that number by 2024 (the most recent full-year data available), with the most common violation being attempts to write uninsurable risks. This decline in violations, paired with the drop in Citizens appointments, reinforces the picture of a market gradually self-correcting after the litigation and reinsurance crisis that peaked in 2022.
Still, market stabilization at the macro level does not mean every policyholder is well-served at the claim level. Citizens remains a critical safety net for hundreds of thousands of Floridians, particularly in coastal and high-risk areas where private capacity remains limited. And private carriers newly entering the market are not immune from underpaying, delaying, or wrongfully denying claims — in some cases, newer or thinly capitalized insurers present greater risk of claims disputes than the state-backed insurer they are replacing.
